Portugal Advances Marine Pollution Monitoring with EO4SURE

On September 4, 2025, the EO4SURE project held a national Living Lab session in Lisbon dedicated to SDG 14.1 on marine pollution, with a particular focus on SDG Indicator 14.1.1 (coastal eutrophication). Hosted at Indra Deimos headquarters, the meeting brought together key Portuguese institutions, including the Directorate-General for Maritime Policy (DGPM), the National Statistics Institute of Portugal (INE), and the AIR Centre.

This technical session focused on co-designing Earth Observation (EO) solutions to support national reporting of coastal eutrophication, particularly chlorophyll-a concentration as a proxy for phytoplankton biomass. Although Portugal has fulfilled obligations under the Marine Strategy Framework Directive (MSFD) since 2012, SDG Indicator 14.1.1 is not yet reported nationally. EO4SURE aims to address this gap by developing reliable EO-based monitoring methodologies and tools.

Participants discussed data access, institutional coordination, and the potential integration of these tools into national reporting systems.

This Living Lab reinforced EO4SURE’s collaborative approach to developing operational EO tools that are both scientifically sound and aligned with institutional needs. By enhancing Portugal’s ability to monitor marine pollution, the project contributes to national environmental goals and supports more consistent SDG reporting at the global level.
